Rate limits
Limits apply per account and are shared by all of its API keys.

Over a limit, requests return 429 rate_limit_exceeded. Wait for Retry-After, then retry.
Research also caps how many Runs can be in progress at once. Beyond that, new Research requests return 429 outstanding_run_limit until a Run ends.

Usage allowance
To keep usage fair, we size each account's allowance for most individual users' daily work. The allowance is enforced daily and weekly; when either is used up, requests return 429 daily_credits_exhausted or weekly_credits_exhausted until it renews.
